Just a guess, but I'd say Catfish has not been updated to Python3 yet. Try "python2 `which catfish`" and see what happens.

pretty it's been a python3 app for a while

I checked Lauchpad. You're right. #Catfish file manager is a #Python3 app, seemingly packaged by Xubuntu for Debian and Ubuntu systems.
